Social housing managers have more power than police officers to hound tenants they don't like with over-zealous application of tenancy agreements.

Some turn a blind eye to sub-letting and criminal activity such as drug dealing; in some areas, flats provide cover for gangsters who bribe or intimidate managers.

On the issue of rent debt, there must be universal understanding of action taken at each stage, rather than managers having discretion to be lenient with favoured tenants and harsh with others.

We, the undersigned, call for licencing of social housing managers to promote higher professional standards and fairness to tenants.
